I remember that officially the InterOrg Replication tool is not supported with Exchange 2007, they recommend having an Exchange 2003 server to replicate to in the Exchange 2007 organization just for the purpose. That being said, I've done it before in a test environment. You sound like you are a pretty advanced user so I would suggest running NetMon (or Wireshark) when you are attempting to connect to the Exchange 2007 server. This should help identify what component is generating the error.
If you do that feel free to send me a PM with the capture and I can help look it over.

Wow, the forum software murdered the formatting, and thats going to be tough to read. Can you attach a txt file of the capture?
You can attach a file by going to the options tab when editing or creating a post.
I was able to adjust the formatting of the text and was able to look through the capture. Are the Exchange 2003 and 2007 servers on the same network or is there a router/firewall/etc between them? If so what make/model?
It looks like the 2003 server is able to bind to the directory and ask for data but at this point I can't tell if anything is actually returned. We may need to run the capture again and then I can hopefully look over the entire capture file.
